SteamOS is always going to be the best choice. It's actively developed specifically for the Steam Deck hardware, so you'll always have the best driver support and most features there. Additionally, you get benefits like shader cache and/or fixes to game issues introduced directly into the Proton compatibility layer.
The Extreme is a far better card than the Ultra but unless the Deck supports its standards then we just don't know how well it will actually run in the Steam Deck. It's one of those things that until Valve tells us it works or until we test it out after launch you could be wasting your money buying one right now.
